The narrative centers on a country in which the king and his ministers are dumb. One day a wise saint and his pupil show up in the kingdom. People sleeping during the day and working at night shocks them. Furthermore, every food item—regardless of kind or amount—costs merely one duddu, a sort of money.

The saint tells his pupil to depart right away since he understands this country is under the rule of fools. But driven by the abundance of cheap food, the follower decides to stay behind.

One day a man seeking justice approaches the king. According to him, a wall collapsed on his brother, a thief, during a theft and he passed dead. The stupid king charges others for his death instead of acknowledging the guilt of the robber. The trial starts, and all those connected to the incident answer responsibility including:

The house belonged to a rich businessman.
The builder built the thin wall.
She had turned the builder off-course, resulting in a flimsy wall.
The goldsmith caused the dancer to stray in the street that day by postponing her task.
Following inquiry, the monarch finds that the father of the merchant—who first had the house built—is the actual offender. But his son has to pay for it since his father died.

Still, a fresh issue surfaces: the merchant is too thin to be correctly handled on the stake. The king then gives his men instructions to locate someone with a bigger body to replace him. They eventually locate the disciple of the saint, who had become obese from his too-heavy diet.

The pupil asks for his guru's aid while he awaits his sentence. The saint shows up when he senses his pupil in danger and employs his wisdom to change the circumstances. He fools the stupid king and his minister into thinking that whoever dies by the stake will come back as a magnificent ruler. Greed blinded the king and his minister, so they chose to sacrifice themselves, which finally brought about their own death.

Realizing their error after the king dies, the people ask the guru and his pupil to rule the realm. The guru agrees on one point: the kingdom ought to run like any other, in which people behave reasonably and responsibly.

Therefore: the guru and his pupil restore order to the realm by means of knowledge and intelligence.

संत को तुरंत पता चलता है कि यह एक मूर्खों का देश है और अपने शिष्य को वहाँ से भागने की सलाह देते हैं। लेकिन शिष्य सस्ते भोजन के लालच में वहाँ रुक जाता है।

परीक्षण करने के बाद राजा ने पाया कि व्यापारी का पिता था, जिसने पहले यह घर बनवाया था। लेकिन वह मर चुका था, इसलिए उसके बेटे को सजा भुगतनी होगी।

लेकिन, एक अतिरिक्त समस्या पैदा हुई— व्यापारी बहुत मोटा था, इसलिए उसे फाँसी नहीं दी जा सकती थी। राजा ने कहा कि कोई मोटा आदमी खोजा जाए, जो उसके स्थान पर मार डाला जाए। संयोग से एक संत का शिष्य, जो बहुत खाने से मोटा हो गया था, गिरफ्तार किया गया।

शिष्य ने अपने गुरु से बचाव की प्रार्थना की जब उसे फाँसी देने की तैयारी की गई। जब संत ने अपने शिष्य को खतरे में देखा, तो उन्होंने बुद्धिमानी से काम लिया। राजा और उसके मंत्री को विश्वास दिलाया गया कि फाँसी पर पहले चढ़ने वाला अगले जन्म में राजा बनेगा।

लालच में अंधे राजा और मंत्री ने खुद को फाँसी दे दी।

राजा की मौत के बाद जनता ने अपनी गलती का एहसास किया और संत और उनके शिष्य से अनुरोध किया कि वे राज्य को चलाएँ। संत ने एक शर्त रखी: राज्य को सामान्य रूप से चलाया जाएगा, जैसे अन्य बुद्धिमान राज्यों में होता है।

इस तरह, संत और उनके अनुयायी ने बुद्धिमानी से राज्य को एक व्यवस्थित सरकार में बदल दिया।
